Rafaela Noman
Rafaela Noman is based in Brasília, where she works in the field of International Trade and Government Affairs.
She holds a Master’s degree in Economics from the University of Brasília, a Bachelor’s degree in International Relations from the University of Brasília, and a Law degree from the University Center of Brasília.
She worked for the federal government for over 20 years, serving at the Ministry of Development, Industry, Trade and Services and at the Administrative Council for Economic Defense (CADE). She was Director of the Department of Trade Defense (DECOM) within the Foreign Trade Secretariat.
Rafaela has extensive experience in trade defense investigations (dumping, subsidies, safeguards, anti-circumvention), international negotiations, and dispute settlement. She also works with customs classification and valuation issues, rules of origin, permanent and temporary changes to the Common External Tariff (CET), procedures for the suspension of trade defense measures due to public interest, import licensing rules (automatic and non-automatic), technical barriers, and sanitary and phytosanitary measures.
